What is

HORIZON EUROPE?

The programme’s general objective is to deliver scientific, technological, economic and societal impact from the Union’s investments in R&I, to strengthen the scientific and technological bases of the Union, and foster its competitiveness in all Member States.

Pillars in Horizon Europe

Pillar 1

EXCELLENT SCIENCE

The Excellent Science pillar supports frontier research projects designed and driven by researchers through the European Research Council (ERC). It also funds fellowships and mobility of researchers through Marie Skłodowska-Curie Actions and invests in world-class research infrastructures.

Pillar 2

GLOBAL CHALLENGES

The Global Challenges and European Industrial Competitiveness pillar supports research into societal challenges, reinforces technological and industrial capacities, and sets EU-wide missions with ambitious goals tackling some of the main questions (health, climate change, clean energy, mobility, security, digital, materials, etc.). It will also support partnerships with the Member States, industry and other stakeholders to work jointly on research and innovation. It includes action by the Joint Research Centre that supports EU and national policymakers with independent scientific evidence and technical support.

Pillar 3

INNOVATIVE EUROPE

The Innovative Europe pillar aims to make Europe a front runner in market-creating innovation and SME growth through the European Innovation Council. It will help to develop the overall European innovation landscape. The European Institute of Innovation and Technology (EIT) will continue to foster the integration of business, research, higher education and entrepreneurship.

The fourth key

WIDENING PARTICIPATION AND STRENGTHENING

A fourth component on Widening Participation and Strengthening the European Research Area underpins the whole of Horizon Europe. It will support EU Member States in their efforts to unlock their national research and innovation potential and it will especially help low R&I performing Member States to participate better in Horizon Europe

Horizon Europe

MISSIONS

In Horizon Europe, the EU will adopt 5 EU Missions as a commitment to solve major societal challenges.

Each EU Mission will have a specific timeframe and budget depending on how difficult the challenge is. It will spark Innovation across all sectors, to deliver effective solutions.

5 mission boards were formed to help specify, design and implement missions for Horizon Europe. Their formation was the result of an open call for interest.

NEXT GENERATION EU

To ensure that recovery from the COVID-19 crisis is sustainable, consistent, inclusive and fair to all Member States, the European Commission has launched a new recovery instrument, Next Generation EU, which is integrated into the long-term budget of a strong , modern and renewed EU. Similarly, the adjusted 2020 work programme prioritises the measures needed to re-launch Europe’s recovery and resilience.

In a Europe that has been deeply affected by the coronavirus outbreak, the European Commission encourages citizens to take advantage of all the opportunities offered by the EU budget. The aim is to protect lives and livelihoods, restore the single market and forge a sustainable and prosperous recovery.

Horizon Europe

THE 2030 AGENDA

The EU has committed to implement the Sustainable Development Goals both in its internal and external policies. The SDGs feature in all of the European Commission’s 10 priorities.

HORIZON EUROPE looks for a sustainable, fair and prosperous future for people and planet based on European values helping to achieve the 2030 Agenda for Sustainable Development, adopted by all United Nations Members States in 2015.

One of the results of this strategy to implement the 2030 Agenda on Sustainable Development is the European Green Deal that aims to make Europe the first carbon-neutral continent by 2050. This roadmap proposes to implement the measures concerning clean, affordable and secure energy; a clean and circular economy; energy and resource-efficient buildings; sustainable and smart mobility; a fair, healthy and environmentally-friendly food system; preserving and restoring ecosystems and biodiversity; and zero pollution for a toxic-free environment.
